About the Department

The Labour, Employment and Training Department, Union Territory of Lakshadweep, is dedicated to ensuring the welfare, rights, and skill development of the working population across the islands. The department functions as a crucial link between employers, employees, and various government schemes focused on Labour welfare, employment generation, and vocational training.

Vision

To promote decent work, fair employment opportunities, skill enhancement, and social security for all workers, thereby contributing to sustainable economic growth in the Union Territory of Lakshadweep.

Mission

  • To implement labour laws and welfare schemes effectively.
  • To provide skill development and vocational training to youth.
  • To generate employment opportunities through career guidance and employment services.
  • To safeguard the rights and improve the working conditions of labourers and construction workers.
  • To ensure access to social security benefits under various labour codes and welfare boards.

Key Functions

  • Implementation of Labour Codes and labour laws.
  • Registration and welfare of Building and Other Construction Workers (BOCW).
  • Facilitation of e-SHRAM registrations for unorganised workers.
  • Operation of the Model Career Centre under the National Career Service for job seekers and employers.
  • Administrative department for Dr BR Ambedkar Govt. Industrial Training Institution.
  • Conducting vocational and skill development training under schemes like PMKVY (Pradhan Mantri Kaushal Vikas Yojana).
  • Monitoring and managing employment exchanges and employment data.

Labour Reforms & Labour Codes

In alignment with the Government of India’s initiative to consolidate and simplify labour laws, the department ensures the implementation of the following four Labour Codes:

  1. The Code on Wages, 2019
  2. The Industrial Relations Code, 2020
  3. The Code on Social Security, 2020
  4. The Occupational Safety, Health and Working Conditions Code, 2020

These reforms aim to improve transparency, ensure timely wage payments, enhance safety and working conditions, and extend social security to all categories of workers, especially in the unorganized sector.

Welfare Activities

The department also oversees the functioning of the Lakshadweep Building and Other Construction Workers’ Welfare Board (LBOCWWB), which provides:

  • Financial assistance for medical care, education, marriage, and maternity.
  • Pension schemes and accidental death benefits.
  • Toolkits and safety equipment to registered workers.

Digital Services

The department is moving towards full digitisation for enhanced transparency and ease of access. Online platforms and portals like e-SHRAM, NCS (National Career Service), and Skill India are promoted for effective service delivery.
